Japan, 1944. Trained for intelligence work, Hiroo Onoda, 22 years old, discovers a philosophy contrary to the official line: no suicide; stay alive whatever happens; the mission is more important than anything else. Sent to Lubang, a small island in the Philippines where the Americans are about to land, this role will be to wage a guerrilla war until the return of the Japanese troops. In order to conceal past corruption by the government, the Kyuryu group proceeds on a plan to destroy a street and build a casino. To stop the Kyuryu group, members of SWORD begin to move.

Members of SWORD win against Wangan Rengogun, which is led by Kohaku (Akira). The city becomes peaceful again. Nevertheless, the most brutal gangs, Doubt and Prison Gang, appear. They try to dominate the area controlled by SWORD.
