In 1923 during the Japanese occupation, Koreans who live in Tokyo are severely exploited by Japanese. After the Great Kanto Earthquake strikes Japanese island, People falls into chaos. To calm down people’s anxiety, Japanese Cabinet decides to arrest Korean men randomly. Among innocent Korean men, the officer Mizno arrests a young man named PARK Yeol as an example. However PARK rather draws the whole Cabinet into confusion by telling his extreme scheme he had planned with Japanese Anarchist Fumiko; “Kill the Crown Prince of Japan.”

A cross-country road race is based on an actual event, the Cannonball Baker Sea to Shining Sea Memorial Trophy Dash, organized by Brock Yates to protest the 55 mph speed limit then in effect in the U.S. The Cannonball was named for Erwin G. “Cannonball” Baker, who in the roaring 20’s rode his motorcycle across the country. Many of the characters are based on ruses developed by real Cannonball racers over the several years that the event was run.

Driving cross-country to a job interview, Colin takes a short cut and comes across a fatal road accident. One of the drivers, Jina, is shaken but unhurt; the other has been killed instantly. Beside the dead body is a briefcase full of money, which Colin turns in to the local police. But getting out of town proves a nightmare, as Colin’s good deed causes a series of bizarre events to unfold.
